Ford ranger fuel issue. Please help!

Ok this truck hasn't run since last year because of this and we need it running.
There's a plug with 2 wires, both go to the inertia switch, 1 has 10v or so power, the other goes to the fuel pump. if I apply direct from the battery + it kicks the fuel pump on. If I unplug this and test these two wires, the one has the exact same power as the battery, and the other goes to the fp.
Now if I jumper the first wire to the fp wire suddenly there is no power. The 10v disappears.
    Why does the power disappear?
I've tried with 3 separate relays, it's not a relay problem. However there is a wire to the batt ground that when grounded the fuel pump relay clicks, and the 10v at the plug becomes 1v.
This is such a confusing mess what is wrong?

It would help to see the wiring schematic. Too many possibles to know what it is without one.

So 238 drops out when you jump it to 787? Check 175 and 37 when jumping the 238 to 787. If no problem there check 926 and 361 when jumped next.

well, thats more or less correct but see below. and okay that actually makes sense to test. im not positive where the eec relay is.. theres only one other relay next to the fuel pump, its blue, i suppose thats probably it. ill test those and get back to you.

basically if i jump direct from the battery to 787 @ C101 with c101 unplugged, or even jump it to 238 at the relay with thte relay out, the pump runs. however to do that i have either c101 unplugged, or the relay out, so that my jumper is the only source of power. if i unplug c101 and test the wire coming from the inertia switch, it has power, it reads exactly like the battery does. the second i plug it in, and test it again, the power is gone.

i will do the above test to see if its the relay is the breaking point or before though.

It sounds like you're heading towards trying to make it run at this point, instead of trying to find the problem. Testing my sequence will show a problem if it exists in that area. If not then you need to go further.
