I can get this Multimeter that does tach for £26 ($49).
The clamp-on type is a lot easier though, as the multimeter has to be connected to the coil wires...not a problem on mine with external coil.

The consult port is the same from obdI-obdII. I used the same style interface box and calumsult on my 95 obdII p10 and my friends 91 obdI b13 this weekend with no problems.
