went out to home depot, couldn't find any of the rubber u-channel stuff...what isle was it in or what section generally? Didn't find it in the general window sealing area...

Is that the Walmart special?

Get yourself a couple feet of Rubber U Channel.
This stuff will be your "frame".
You can find some at your local hardware store and you can get round or square edges.
Look at this website to see what I'm talking about.
Wrap it around your plate and cut the excess with a razor blade, done.

Is one strip enough for an entire license plate or do I need to get two?

^ kiel, it's sold by the foot, so measure the distance around your tag and round up to the nearest foot. (i'd tell you the distance around it but i can't remember off the top of my head.)
