Looking for a Little Insight: OBDII, RPM Switching & The SR20VE

OK here's the situation: I have a 96 P10 and a P11 SR20VE that is about to go in. I currently don't have emissions, but I may be moving to a county that does. Emissions here in Oregon means you have a tail-pipe test, and if ODII, they plug in to the port to make sure there's no check engine light. I'm trying to figure out my options. Only option I know so far, is to go with a JWT reflash and use resistors to trick the ECU into thinking EGR and the like is still all hooked up. If I go that route and use an external RPM switch, the ecu is $600 (plus $100 switch). If JWT puts all the switching internally, it's $870! Yikes! Would it be better to just use the MSD switch? And why do people use the window switch, wouldn't you just want to switch it on and off at one point? Are there any other options out there for OBDII cars? RS Enthalpy does not support OBDII, I just checked. Just trying to get the best bang for the buck, but still be able to pass emissions in case I move to that area.

I have a JWT OBDII ECU that you can get reflashed with whatever injectors and maf you want for the VE motor. Cost = $100 for the reflash, you specify to JWT on how you want the ECU tuned. I'm selling the ECU for $260 shipped. You would need to use a switch to activate the VVL solenoids (I do not have that).

I also have an SAFC that you can plug directly into your current ECU for $150 shipped (everything you need, SAFC+Jumper Harness). You will also need a switch for that option (again I do not have that).

I highly recommend getting a wideband to ensure your AFR numbers are just right, regardless which route you go (I do not have one of those to sell either).

Good news is, there are very affordable solutions available out there that can help you to run the VE in your car very safely. If you buy anything from me, I'll also include more free advice for your swap. Send me a PM, if your interested in any of those routes, I can help to walk you through it.
What about a visual inspection? If they sniff your pipe I bet they do a visual and make sure everything is hooked up. (EGR, Cat, etc...)

I'm currently running the stock ECU w/ MSD window switch, works fine. I'm hoping to go AEM stand alone after the new year though. I will add that the engine is definitely not running to its full potential with the current set up.
