I dealt with this issue recently, and I haven’t seen it addressed completely in any thread, so here goes:

If you have run your windshield washer with the reservoir dry, and refill it but it won’t dispense the good stuff even though the pump motor is audible, then you need to prime the pump. Do this by pulling loose (at the first connection at the back edge of the hood) the black rubber washer hose coming up from the wheel well area near the firewall. After disconnecting it, you may want to pull the hose out of the white plastic thingy holding it to the hood. Now pour some washer fluid into the hose, and that will feed it down into the outlet of the pump, and you should be good to go.

Be careful not to break the plastic thingy holding the hose to the hood when you re-insert the hose. I broke it and used a bent paperclip to keep the hose in place, but you should be able to gently pull the thingy out, and it opens up for hose placement.
