So I have a few scratches and dents on the underside of my car near the jack points. Im pretty paranoid about rust. I was thinking about sanding a little, cleaning if off, and spraying a couple coats of primer. Will this be effective enough to prevent any rust from forming later on down the road??

Primer is not meant as a first surface coating. I would clean the rust away best you can. Then instead of primer, spray on one of the rust stop products which go on clear and turn black. Then spray some paint (generic black, silver, etc.) on top of that.

yeah im going to have a go at this tomorrow. but i do not have any rust right now. this is just to prevent it in the future. im kinda paranoid.
