you don't need it at all so take it off. i took my off and radio works just fine

It's a common problem with all power antennas after years of service. Especially when it gets cold! Hmmm, spray some lube on it, then power on/off the radio a few times and it should start to work. wipe off the excess lube. Too much and it ma just gum things up.
